A $5 million lawsuit claims the Department of Human Services set the conditions for a teen to sexually abuse two girls in a foster home. In the two months they lived under one roof in 2014, he fondled them dozens of times, raped one of them, forced them to touch his penis, and locked them in a room to abuse them, the lawsuit claims. The girls suffered mental anguish, shame, fear, isolation, nightmares, and other psychological trauma as a result of the abuse, according to the suit. The suit also cites Oregon's "vulnerable persons" law in seeking triple the amount of damages suffered by the children.
